Okay, I agree with the rules - five members, with three spots already taken by the real Wilburys.

So, ya start with Bob, Jeff Lynne, Tom Petty. I say no to Jack White, Elvis Costello, or anybody else who has inherited any of Bob's style or mannerisms, vocal or lyrical - after all, we already have Tom Petty for all that. He's a close enough "second Bob." So no also to Neil Young, Bruce, Lyle Lovett - no one else who has ever been called a "new Dylan."

No, we need somebody who can really, really sing - nobody can sing quite like Orbison, but maybe there's somebody? Somebody to replace Roy, not to mention Roy's replacement Del Shannon, from the late Fifties, early Sixties, good vocal chops? Which stars from that era are still touring? I keep coming back to Dr. John - he has the longevity and standing we're looking for. Sure, he can't soar with the vocals like Roy, but he's got his piano skills to make up for it.

And we need somebody else sort of Beatle-ish to replace George, somebody from Sixties/early Seventies rock royalty. So I say McGuinn to replace George. Guitar hero, check; Sixties legend, check; previous friendship with Bob, check.

That's my vote, then: Bob, Jeff, Tom with Dr. John and Roger McGuinn. Alternate choices: Ringo Starr (he would bring back that sense of fun that is purely Ringo) and... oh, Garth Hudson, just because he is so cool!

The new, improved... and alternative Travelling Wilburys would be: Dylan, Chuck Prophet, Frank Turner, Brian Fallon and John Fogerty.

Working under the assumption that the Bob/Petty/McCartney/Springsteen generation(s) wouldn't be interested in this at this point in their careers:

Jakob Dylan
Dhani Harrison
Jack White
Conor Oberst
Jim James

Definitely wouldn't have the kind of vibe that the Wilburys had, but I don't think you can really recreate that.
