I know he has a Hebrew name and was brought up in a small Jewish community, so I'd imagine he knows some Hebrew or Yiddish maybe. Also, all the versions of "Spanish is the Loving Tongue" from over the years suggest he's interested in Spanish. :D

There are one or two lines in french on Black Diamond Bay. And he sings in latin on CITH.
On TTRH he sometimes used some expressions (Good evening or something like that) in many other languages.
But I wouldn't say he actively speaks any languages other than english.

I've read he had to learn Hebrew for his bar mitzvah and took Spanish classes at school; apparently doing very well in both cases. The authors put his talent for language(s) down to his "musician's ear".

It does seem to be true that musicians often have a gift for languages too.

In Ljubljana, Yugoslavia, on 10 June 1991, Bob Dylan said after All Along The Watchtower:

"Thank you everybody! Well, English is my only language. Sometimes not even that."

There's an amusing segment on the first episode ("Weather") of TTRH, where before playing the Italian version of Stevie Wonder's “Place in the Sun," Dylan speaks Italian gibberish, mostly the names of different foods, with mentions of prima della and frittatas. While still a student at Emerson College in the late `70s, TTRH producer Eddie Gorodetsky was one of the writers and stars of a parody of Italian art films, “Nino, Nino, Nino.” The dialogue in the hour-long movie was conducted entirely in the same pseudo-Italian Dylan uses, including a heavy reliance on the names of Italian foods. "Nino, Nino, Nino" can be found on YouTube for those interested, where you'll see a much younger and skinnier Gorodetsky.

the most amusing thing about this was after the song, when Dylan said "bueno, Stevie, bueno", which of course was Spanish, not Italian
