What would it be? If we only take song into account played regularly during the NET?

Silvio
Spirit on the Water
Lenny Bruce
Lonesome Day BLues (original arr)
Cry Awhile (original arrangement)
Beyond Here Lies Nothin (2009)
Jolene (2011)
The Levee's Gonna Break
Tweedle Dee & Tweedle Dum
Summer Days (2005-2015)
'Til I Fell In Love With You
Thunder on the Mountain
Hard Rains Gonna fall (2014-2017)

Any more suggestions of worst possible concert set??

All-sinatra set. Anything goes.

BTW. The above list looks quite good.

I'd add:

1. Early Roman Kings
2. All Along The Watchtower (94-96(?) - whenever it was always track number four)
3. Highway 61 Revisited (2007-2009)

Any greatest hits. I never want to hear him singing Blowin', Hard Rain, H61, D. Row or Thin Man ever again. I'm happy with post-1997 material, less well known old songs, trad folk songs, and yes, Sinatra material.

Watchtower was always at no.3! The electric "Tangled" in those years was often a drag.
"Hard Rain" is a masterpiece and is always velcome.

the worst setlist is always the same setlist as the last ten, twenty or 100+ shows before
I'd love to hear a lot of the songs mentioned above again – as a replacement of any song I've heard at the last 10-25 shows I've been to.

The worst possible setlist is no setlist at all.

High Water, which I can never avoid although it's always a good time to use the facilities.

Songs that have been washed up and left for dead during the NET, tend to be generic blues and/or songs I just don't like, although at times Dylan has managed to salvage even these (Highway 61/Summer Days...would've been on the list, but the versions since 2016 have been awesome, Tangled...has improved also).

1. Rainy Day Women.
2. Leopard Skin Pill Box Hat.
3. Stuck Inside of Mobile...
4. Maggie's Farm.
5. Most Likely You Go Your Way...
6. I'll Be Your Baby Tonight.
7. Spirit On The Water.
8. Early Roman Kings.
9. Long And Wasted Years.
10. Soon After Midnight.
11. Like A Rolling Stone.
12. Jolene
13. If You Ever Go To Houston.
14. Blowin' In The Wind.
15. All Along The Watchtower.

Agreed. Though, as someone who likes to plug in my guitar and jam with NET concerts, some of the most fun ones are the I'll Be Your Baby Tonights, Stuck Inside Of Mobile With The Memphis Blues Agains and the like. Guaranteed instrumental parts to jam along on!

Which is worse, the 40-minute break or the setlist ?

I would spend a fortune for a ticket if I knew he will play these songs.
